Born on July 8, 1959, Senator Okowa rose through the ranks of public service with a sterling reputation for performance, integrity, and prudence. A medical doctor by training and a leader by calling, he served in various capacities including Local Government Chairman ,Commissioner, Secretary to the State Government, Senator, and eventually as Governor of Delta State from 2015 to 2023.

During his eight-year tenure, Okowa introduced numerous people-centered policies and sustainable infrastructural projects under the widely celebrated SMART Agenda and Stronger Delta Vision, with remarkable achievements in health care (including the establishment of the Asaba Specialist Hospital), youth empowerment, road infrastructure, education, peace-building, and job creation through institutions like the Delta State Job and Wealth Creation Bureau.
