DR. DENNIS OTUARO TO RECEIVE EXCELLENT PUBLIC SERVICE LEADERSHIP AND COMMUNITY DEVELOPMENT SERVICE AWARDS FROM DEMOCRACY NEWSLINE NEWSPAPER

The Administrator of the Presidential Amnesty Programme, PAP, Dr. Dennis Otuaro, is set to receive the Excellent Public Service Leadership Award and Community Development Service Awards from DEMOCRACY NEWSLINE NEWSPAPER in recognition of his outstanding contributions to peace, youth empowerment, and community development in the Niger Delta.
The awards will be presented to him at the newspaper’s 16th Public Lecture and Induction into the Good Governance Hall of Fame, scheduled to hold on Tuesday, 19th August, 2026 at the Banquet Hall, National Merit House, Maitama, Abuja by 5:00pm.

The event, organized to mark 27 Years of Uninterrupted Democracy in Nigeria, has the theme: “Economic Reform, Democracy and Sustainable Development: The Nigerian Example.”
Announcing the honour, the Publisher /Editor-in-Chief of DEMOCRACY NEWSLINE Newspaper, Chief Olugbemi Femi, described Dr. Otuaro as a transformational leader whose stewardship of the PAP has brought stability, renewed hope, and sustainable opportunities to ex-agitators and youths in the Niger Delta.
“Dr. Dennis Otuaro has demonstrated uncommon leadership in public service. Through strategic reforms, he has repositioned the Presidential Amnesty Programme to focus on education, skills acquisition, entrepreneurship, and reintegration. His commitment to community engagement and peace-building deserves national recognition,” Chief Femi stated.
Since assuming office, Dr. Otuaro has prioritized expanding scholarship opportunities, strengthening vocational training, and ensuring post-training empowerment for PAP beneficiaries to become self-reliant and employers of labour. He has also deepened collaboration with traditional rulers, stakeholders, and community leaders to sustain peace in the region.
The ceremony will also feature a keynote lecture by renowned policy experts and the induction of other distinguished Nigerians into the Good Governance Hall of Fame for their contributions to democracy, leadership, and national development.
Dignitaries expected at the event include government officials, traditional rulers, captains of industry, civil society leaders, and community stakeholders from across the country.
