Executive Order on Thuggery Activities within Minna Issued by: His Excellency, the Executive Governor of Niger State
Date: 22/04/2025

Directive.
1.Anyone found in possession of any weapon, including knives and sticks, shall be treated as an armed robber. If killed, the parents must pay for the bullet before the corpse is released.
2.Individuals keeping dread-lock hair should be arrested and have their hair shaved.
3 There is an immediate curfew for Keke Napep and Okada within Minna, from 6 PM to 6 AM.
4.Anyone attempting to seek bail for thugs from a police station shall also be arrested.
5.Any Mai-Angwa, Hakimi, or village head found harboring thugs shall be dethroned and arrested.
6.Houses within Minna found selling any kind of illicit drugs shall be demolished, and the occupants arrested.
7.A special court shall be established under the supervision of the Chief Judge of Niger State to handle thuggery cases for speedy judgment and subsequent imprisonment.
8.The Angwa Daji and Barki Sale areas shall be placed under a serious security watch.
9.Henceforth, Operation Flush is now directly under the office of the Governor.
10.Any vehicle entering Minna and found with illicit drugs shall be confiscated as government property.
