Hon. Emmanuel Obaro Unveils Scorecard: ₦20 million Constituency Projects, Boreholes, Security Buses, Bills Across Yagba East (2023-2026 Report)

Hon. Emmanuel Obaro, representing Yagba East, has released a comprehensive list of projects, donations, legislative actions, and support initiatives executed between 2023 and 2026, covering infrastructure, security, education, economic empowerment, and oversight functions.

Infrastructure & Water
The scorecard lists ₦20 million worth of constituency projects delivered across 10 wards in 2025. Completed works include four lock-up shops at Itedo-Makutu, Oja-Oba; renovation of four classroom blocks in Makutu; and a UBE-facilitated renovation of four classrooms at Takete Isao Primary School.

Other projects are a pavilion at Ijowa Alaofin with an additional ₦500,000 support, drainage construction at Itedo-Makutu Open Field and near Government Lodge at Second ECWA, and a solar-powered borehole at Idofin valued at ₦1 million.

Obaro also secured a federal motorized borehole for Ward 08, Makutu, and facilitated repairs of seven boreholes across the Isanlu axis. A generator set was provided to support water reticulation in Ward 02, Ife-Olukotun.

Security & Community Safety
To bolster local security, the lawmaker donated two Sharon buses and five motorcycles. Cash support includes ₦1 million to kick-start Civil Defence operations in Yagba East, ₦1.5 million for security operations in Ponyan and Ejuku, and ₦500,000 logistics for Ward 08 hunters.

Fifteen local hunters in Ward 08 were engaged with ₦25,000 monthly stipends, with ₦2.25 million paid upfront for six months from February 1, 2026.

Ilafin and Odogbe communities received ₦250,000 and ₦200,000 respectively for local hunters, while Ilafin also got 10 bags of rice, 10 bags of 10kg Semovital, five cartons of Maggi, and 10 bags of salt.

Another ₦200,000 went to medical treatment for victims of security-related incidents.

Economic Empowerment
On June 26, 2025, ₦20 million was disbursed as business start-up capital to artisans, SMEs, and farmers. An additional 100 SMEs received ₦50,000 each.

Ward-level support includes ₦4.5 million to Ward 08 youths, ₦3 million to Ward 06 on October 15, 2025, and ₦2.5 million to small-scale businesses in Ward 08 on March 14, 2026.

Community groups and associations got ₦4.5 million, Ife-Olukotun received ₦4 million for development, and the Ilafin Axis got ₦1 million in October 2025. The NURTW received ₦1 million,

while a ₦410,000 Student Support Fund and two sewing machines were provided for vocational development.

Education & Youth Development
Obaro sponsored free JAMB registration for 100 students on March 25, 2025, and another 100 on February 24, 2024, plus an additional 240 students. St. Joseph’s Primary School, Itedo-Makutu, received complete computer sets.

Other donations include ₦200,000 each to the Isanlu Students’ Union and Itedo-Irunda youths, and ₦500,000 for student unions and education development on October 16, 2025.

Humanitarian & Social Welfare
A two-day free medical outreach valued at ₦2 million was held June 26–27, 2025, across Yagba East. During constituency visits, ₦2 million was donated to constituents.

Yuletide and Ramadan interventions included food distribution in December 2024, Christmas relief on December 23, 2024, and Ramadan support of 20 bags of rice and 10 cartons of milk.

Widows received food, clothing, and cash support described as “multi-million naira,” plus a separate ₦400,000 on September 18, 2025.

Women’s groups got ₦1 million, while traditional rulers’ wives received ₦500,000 plus food items and one cow. Cultural and community days were supported: SEYDA ₦500,000, Ofin Day ₦500,000, Itedo-Amuro Day ₦500,000, and Makutu Day ₦1 million.

Ejuku rainstorm victims received ₦1 million on March 14, 2026. The statement also lists ₦15 million spent on personal needs including medical bills, school fees, rent, and ceremonies.

Political, Employment & Oversight
For party structures, Obaro provided ₦1.2 million and ₦4.5 million for APC e-registration, ₦1 million to all 10 ward chairmen, and ₦2 million for voter mobilization through traditional institutions. A vehicle was also donated to a political ally.

On employment, the scorecard says multiple jobs were facilitated across public and private sectors, and ₦2 million was released on March 18, 2026, to offset Yagba East teachers’ loans.

Oversight functions covered the Ministry of Rural Development and Energy, Ministry of Housing and Urban Development, Kogi State Electricity Regulatory Commission, RAAMP, Town Planning and Development Board, and investigative hearings involving Manga Cement Industries. Major industries visited include Dangote Cement Plc, Obajana, and West African Ceramics Ltd, Ajaokuta.

Bills & Motions
Obaro sponsored four bills: the Urban & Regional Planning Repeal/Re-enactment Bill, 2023 and the SHOAT College of Health Technology Bill, 2024 — both passed and awaiting assent — alongside the Chiefs Law Amendment Bill, 2023 and Tourism Development Bill, 2024, both under consideration.

Motions include the Omiparakun Bridge Rehabilitation Motion of October 2023, Security Surveillance Motion of January 9, 2024, Rainstorm Relief Motion of April 23, 2024, Ponyan Erosion Intervention Motion of July 5, 2024, and a 73km Road Construction Motion which was debated and resolved.

The document frames the projects as part of Obaro’s “commitment to measurable service delivery” in Yagba East.

Efforts to reach the lawmaker for additional comment were unsuccessful at press time.
