Hails Otuaro’s Transformational Leadership
**** Endorses Tinubu, Oborevwori for 2027,

Oghara —A prominent leader of ex-agitators in the Niger Delta, General John Abugor, from Ethiope West LGA has expressed profound appreciation to the Administrator of the Presidential Amnesty Programme (PAP), High Chief Dr. Dennis Otuaro, for founding him worthy to participate in the Leadership, Alternative Dispute Resolution and Remediation Programme, describing the initiative as a life-changing intervention that has equipped former agitators with the knowledge and skills required to promote sustainable peace and community development.
Genel John Abugor, who recently completed the programme alongside other beneficiaries, said the training has transformed him into a more effective leader and earned him recognition as a Certified Peace Ambassador of the Niger
Delta in Particular and Nigeria in general.
According to him, the capacity-building programme reflects the renewed commitment of the Presidential Amnesty Programme under the leadership of Dr. Otuaro to reposition ex-agitators as responsible stakeholders in peacebuilding, conflict resolution and socio-economic development across the Niger Delta.
He described Otuaro as a pragmatic, visionary and result-oriented administrator whose leadership has continued to redefine the objectives of the Amnesty Programme by placing greater emphasis on human capital development, leadership training, education, vocational empowerment and peaceful coexistence.
Abugor stated that the knowledge acquired during the programme has strengthened his capacity to resolve conflicts through dialogue, foster unity among youths and contribute meaningfully to peace and stability within his community and the wider Niger Delta region.
“I am sincerely grateful to the Administrator of the Presidential Amnesty Programme, High Chief Dr. Dennis Otuaro, for finding me worthy to participate in this important leadership programme. Today, I am not only a better leader but also a Certified Peace Ambassador. This opportunity has broadened my understanding of leadership, alternative dispute resolution and community engagement,” he said.
He also expressed appreciation to President Bola Ahmed Tinubu for sustaining the Presidential Amnesty Programme and for providing the enabling environment for Dr. Otuaro to implement reforms aimed at deepening peace and expanding opportunities for beneficiaries.
According to Abugor, the Renewed Hope Agenda of the Tinubu administration is creating fresh opportunities for development, inclusion and empowerment in the Niger Delta, while strengthening the gains already recorded through the Amnesty Programme.
He noted that the administration’s commitment to consolidating peace in the oil-rich region deserves the support of all well-meaning stakeholders, especially former agitators who have benefited from various interventions of the programme.
Abugor therefore announced his total support for the re-election of President Tinubu and Delta State Governor Rt. Hon. Sheriff Oborevwori in the 2027 general elections.
He disclosed that he and his supporters would mobilise through the Otuaro Support Group to canvass support for both leaders, expressing confidence that their administrations have demonstrated commitment to national unity, peace, infrastructural development and improved welfare for citizens.
“We are once again pledging our total support and loyalty to President Bola Ahmed Tinubu through the Otuaro Support Group for President Tinubu and Governor Sheriff Oborevwori ahead of the 2027 elections. We believe their leadership offers the best platform for sustained development and lasting peace,” he declared.
Abugor further explained that the endorsement became imperative because of what he described as President Tinubu’s strategic vision for building a stronger, more prosperous and modern Nigeria anchored on economic reforms, institutional strengthening, national security and inclusive development.
He equally commended Governor Oborevwori for sustaining peace and accelerating infrastructural development in Delta State through the implementation of his MORE Agenda, noting that the governor’s performance has continued to inspire confidence among the people.
The Presidential Amnesty Programme, established in 2009, remains one of the Federal Government’s flagship peace initiatives aimed at rehabilitating, reintegrating and empowering former agitators in the Niger Delta through education, vocational training, entrepreneurship development and strategic capacity-building programmes.
Under the current administration of Dr. Dennis Otuaro, the programme has intensified efforts to promote leadership development, peacebuilding, dialogue, stakeholder engagement and sustainable livelihoods, with many beneficiaries describing the reforms as a major step towards consolidating peace and fostering long-term socio-economic stability in the region.
Observers believe that endorsements from influential ex-agitator leaders such as General John Abugor have added tremendously to growing support among beneficiaries for the ongoing reforms within the Presidential Amnesty Programme and the broader peace-building objectives of the Federal Government in the Niger Delta.
