Third Phase PAP Leadership Petition Governor Diri to Call Elaye Slaboh to Order

…Say His Actions Threaten Peace and Security in the Niger Delta

Yenagoa – The leadership of the Third Phase of the Presidential Amnesty Programme (PAP) has petitioned the Executive Governor of Bayelsa State, Senator Douye Diri, urging him to intervene and call Mr. Elaye Slaboh to order over what they described as “a grave threat to peace and security in the Niger Delta region.”

In a strongly worded petition dated 29th September 2025, and addressed to the Governor’s office in Yenagoa, the PAP leaders accused Slaboh, who hails from Sagbama Local Government Area of Bayelsa State, of parading himself as the National Chairman of the Third Phase PAP despite the expiration of his tenure on September 16, 2025.

According to the petition, Mr. Slaboh’s refusal to relinquish office, coupled with his continued misrepresentation, risks igniting confrontation and crisis among the PAP Phase 3 leadership and delegates, thereby undermining the fragile peace in Bayelsa State and the Niger Delta at large.

The petitioners, led by Comrades Ben Tray and Kelvin Itiye, recalled that the PAP Phase 3 leadership has followed a defined succession process since its inception. They listed past leaders as:

Mr. Julius Joseph (2012–2019)

Mr. Godsgift Igoli (a.k.a. Lacto Marine, 2019–2021)

Mr. Alale Tonye Bobo (a.k.a. Sir T, 2021–2023)

Mr. Elaye Slaboh (2023–2025)

The leaders revealed that a “free, fair and transparent election” was conducted on September 10, 2025, which produced Mr. Godstime Ogidigba as the new National Chairman. The new executive was formally inaugurated on September 16, 2025.

“By refusing to hand over, Mr. Slaboh is toying with the peace and stability of the Niger Delta region. His desperate bid to unlawfully extend his tenure is similar to the attempt made by his predecessor, Mr. Alale Tonye Bobo, which had to be resisted with the intervention of security agencies,” the petition stated.

The group further recommended that security agencies invite Mr. Elaye Slaboh for questioning, given his history of attempting to hold on to power in defiance of due process.

While calling on Governor Diri to urgently intervene, the Phase 3 PAP leadership also copied their petition to the Inspector-General of Police at Force Headquarters, Abuja, stressing the need for swift security action to avert an avoidable crisis.

The petitioners expressed confidence in the Governor’s “unwavering commitment to maintaining peace and stability in Bayelsa State” and urged him to use his good offices to prevent any escalation.

> “We appeal for your intervention to bring perpetrators to justice and ensure compliance with the rule of law. The peace of the Niger Delta should not be jeopardized by one man’s ambition,” the petition read in part.

 

As tension simmers, observers say the Governor’s prompt response will go a long way in sustaining the prevailing peace in Bayelsa and across the wider Niger Delta.
