The Chairman of the Niger Delta Ex-Militants, General John Abugor, fondly known as ‘The War Lord, and Chairman of Ex Millitants of Niger Delta has extended his heartfelt birthday wishes to Dr. Dennis Otuaro, the administrator of the Presidential Amnesty Programme (PAP).
