Kogi Govt Conducts Bid Opening for Construction of Livestock Service Center (LSC) Osara Adavi LGA

The Kogi State Government has taken a significant step towards boosting the livestock sector with the bid opening for the Construction Works Phase 1 of the Livestock Service Center (LSC) Osara Adavi LGA, Kogi State.

The LSC construction is one of the key infrastructural components of the Kogi Livestock Productivity and Resilience Support (Kogi L-PRES) Project, supported by the World Bank.

Speaking at the ceremony on Thursday in Lokoja, the State Project Coordinator of Kogi L-PRES Project, Mr Abdulkabir Onoruoyiza Otaru, said the initiative marks a milestone in the state’s efforts to reposition the livestock sector, improve productivity and livelihoods of the livestock farmers and key value chain actors in the state.

The LSC, is a livestock agribusiness hub approved under the L-PRES Project and shall comprise facilities to modernize the livestock production in Kogi State.

Mr Otaru assured the prospective bidders and stakeholders of fair and transparent procurement process, noting that the L-PRES Project would strictly adhere to the World Bank Procurement Procedures.

“We have our specifications as contained in the Bidding Documents and we shall continue to maintain standards as prescribed by the World Bank to ensure successful implementation and Sustainability of the Sub-projects towards the achievement of L-PRES Project Development Objective (PDO) in Kogi State.

Mr Otaru also revealed that the Kogi L-PRES Project had earlier conducted a successful procurement process and awarded the contract for the Rehabilitation of Nine (9) Livestock Markets across the three senatorial districts of the state. In addition, the L-PRES Project has awarded the contract for the construction of a Model Veterinary Hospital in Kogi State.

The Kogi L-PRES Project has also secured approval from the World Bank to Construct Five (5) Model Slaughter Houses in the state and the procurement process will commence as soon as possible.

He added that the Kogi L-PRES Project is presently conducting Feasibility Studies and Design for the construction of a Climate Smart Abattoir in Lokoja and Poultry Cottage Processing Centres across the State.

“The L-PRES Project aims to transform the Livestock Sector, improve livestock productivity, create jobs, and enhance the livelihoods of the livestock farmers and key value chain actors in Kogi State,” he said.

Mr Otaru thanked and appreciated His Excellency, Alhaji Ahmed Usman Ododo, The Executive Governor of Kogi State for his vision and political will to transform the Livestock sector to a modern, competitive, and resilient agribusiness venture to ensure economic growth at the livestock value chain clusters, food safety and security in Kogi State.

Mr Otaru also thanked and commended Dr Sanusi Abubakar, The National Project Coordinator of L-PRES Project, Dr Manievel Sene, The Task Team Leader (TTL), Dr Chidozie Anyiro, The Co-Task Team Leader (Co-TTL) and all Management staff of L-PRES Project both at the National Coordination Office Abuja and the World Bank Office Abuja for their technical support and guidance.

The Commissioner for Livestock Development, Dr Olufemi Bolarin, represented by Elder Peter Ali, described the ceremony as a key moment in the state’s efforts to boost the livestock sector.

He highlighted the center’s potential to provide essential services and support to livestock farmers, promoting sustainable livestock agribusiness practices and productivity.

“This center is designed to be a vital resource for our livestock farmers, offering essential services and support to boost their productivity and promote sustainable livestock agribusiness practices,” Dr Bolarin said.

The Permanent Secretary, Ministry of Livestock Development, Dr Abdulsalam Hadi, emphasized the importance of the Livestock Service Centre (LSC) to livestock development in the state.

Dr Hadi emphasized that it would lay the foundation for a stronger livestock sector, a more prosperous livestock economy, and a better future for the people of Kogi State.

“The center is expected to create new opportunities for livestock farmers, processors, and allied businesses, contributing to the state’s economic growth and food security,” he said.

Mr Siyaka Amoka, Director Procurement, State Bureau of Public Procurement, expressed confidence that the most qualified and responsive firms will emerge, and the project will be completed to the highest standards within the stipulated time frame.

Kogi L-PRES Procurement Officer, Mr Adeolu Oshadare, said the projects were advertised on October 24, requesting bids from qualified companies for the Construction Works Phase 1 at the Livestock Service Centre (LSC) Osara Adavi LGA, Kogi State.

The advertisement comprised infrastructural sub-projects under the LSC which include: Lot 1: Construction of 5km interconnecting roads with asphalt laying and drainages; Lot 2: Construction of Administrative Building; Lot 3: Construction of both Security and Fire Service Units and Lot 4: Construction of Staff Quarters.

According to Mr Oshadare, a total number of 32 Firms indicated interest through the purchase of the bidding documents and 29 Firms successfully submitted their bids across the Four (4) Lots as at 12:00PM, Thursday 4th December 2025.

He added that the evaluation committee would assess the bids within the next few weeks before the final selection.

“The bid opening process is being conducted with transparency, accountability, and fairness, reflecting the L-PRESS project’s commitment to due process, strict adherence to the procurement rules/regulations and international best practices,” Oshadare said.
