Kogi House of Assembly Passes Tenancy and Substance Abuse Bills

The Kogi State House of Assembly has passed two bills into law aimed at regulating tenancy matters and strengthening efforts to control substance abuse and rehabilitate drug-dependent persons in the state.

The bills are the Kogi State Tenancy Law 2026, which repeals the Rent Control and Recovery of Residential Premises Law 2007, and the Kogi State Bureau of Substance Abuse Control and Rehabilitation of Drug Dependence Law 2026.

The bills were passed after clause-by-clause consideration and approval of amendments to several provisions by the Committee of the Whole.

Speaking after the passage, the Speaker, Rt. Hon. Aliyu Umar Yusuf, said the Tenancy Law would help check arbitrary rent charges and protect both tenants and landlords.

He expressed hope that the law would reduce the hardship faced by residents, particularly in Lokoja, where rents are relatively high.

On the Substance Abuse Law, the Speaker said it would strengthen efforts to address drug abuse, which he noted contributes to insecurity and other social problems.

He stressed the need to rehabilitate drug-dependent persons and reintegrate them into society.

The Speaker urged the state government to urgently establish the necessary framework for implementing the two laws.
