NIESV visits DG Bureau of lands, seeks support to succeed in Kogi

The Nigeria Institution of Estate Surveyors and Valuers, (NIESV) Kogi branch on Tuesday visited the
Director General, Kogi State Bureau of lands with a call for more collaboration to enhance accuracy and reliability of property valuation; promote transparency in land transactions and reduce fraudulent activities in the State.

In a statement on Wednesday by the Committee Secretary/HPS Esv. John Eniwaiye, the Advocacy Committee Chairman of the Nigeria Institution of Estate Surveyors and Valuers, (NIESV) Kogi State branch led the delegation to the office of the Director General Kogi State Bureau of land headed by Hon. Samari Abdulmalik Teina.

The Acting Chairman of NIESV in Kogi State Esv. Idris Yusuf Abbas while acknowledging the Advocacy Committee Chairman in his address gave a brief history of the Institution and the regulatory body were mentioned with relevant laws guiding the operations of Estate Surveyors and Valuers (ESVs) in Nigeria.

He further highlighted the roles of Estate Surveyors and Valuers (ESVs) in Nigeria which includes building a better environment, land administration and housing development to include but not limited to property valuation that guides investment decisions, property rating, arbitration, estate agency, property management, project management, compulsory acquisition and compensation exercise, landed property consultancy services amongst others.

Abbas, however, emphasized on the challenges of the profession that hinder effectiveness in service delivery to include lack of recognition and understanding of ite roles; limited collaboration and coordination with relevant agencies and; inadequate regulation and enforcement of standards.

Giving an overview of the advocacy visit, Abbas posited that it was aimed to further strengthen collaboration and better recognition between the the Profession of Estate Surveyors and Valuers and that of the Bureau of Lands by enhancing accuracy and reliability of property valuation; promoting transparency in land transactions and reduce fraudulent activities.

Other reasons for the visit by members of The Nigeria Institution of Estate Surveyors and Valuers, (NIESV) Kogi branch to the office of the Bureau of Lands as listed by Abbas includes supporting informed decision making in housing development and urban planning; encourage public private partnership in housing delivery and; input in career progression of staff in Lands Department.

He thanked Kogi State Governor Alhaji Usman Ododo for appointing
Hon. Samari Abdulmalik Teina as the Director General Kogi State Bureau of Lands adding that since he assumed office, the agency has witnessed immense transformation.

On his part, the Emeritus Chairman,
Nigeria Institution of Estate Surveyors and Valuers, (NIESV) Kogi branch Esv. Ekundayo Ayodele further emphasized on the need for collaboration in the area of compensation exercise.

He stressed why it is needful and how it will benefit the State, most especially the Bureau of Lands.

The Immediate Past Chairman of the association, Esv. Hajia Ramatu Omale Oyibo apparently re-echo the need for review of rates for compensation as they are obsolete.

Responding, the Director General Bureau of Land Hon. Samari Abdulmalik Teina said the Nigeria Institution of Estate Surveyors and Valuers, has been the major player in land administration.

While encouraging the Body to be more formidable to enable him discharge its roles within and beyond the State, Teina promised to keep Governor Ododo informed
on the need to appoint Estate Surveyor and Valuer as the next Director General of Bureau of Lands for ease of operation.

Responding to some of the challenges raised by Estate Surveyors and Valuers representatives,Teina suggested interprofessional meetings between allied professionals in the State.

” This will help each professional body to identify their jurisdiction and keep track on their statutory responsibilities. I want to encouraged the retirees within the Institution not to be tired because their wealth of experience is still needed in the State” he added.

He charged the Nigeria Institution of Estate Surveyors and Valuers to strife hard to be at the forefront in land administration and other related professional services, most especially property/assets valuation as her core area of competence.

The Director General commended Nigeria Institution of Estate Surveyors and Valuers members in the Bureau for their dedication, commitment, promptness in delivering their duties to the course of the Bureau.

He added that, the Kogi State Branch of the Nigeria Institution of Estate Surveyors and Valuers should forward necessary recommendations to ESVARBON to incorporate necessary clauses to further strengthen the profession.

According to him, “Estate Surveyors in the State should be more practical to enable the Nigeria Institution of Estate Surveyors and Valuers take the state to a reasonable height through collaboration with developers or full engagement in property development, considering the vast expanse of land without meaningful improvement in the State”.
