Official Commencement of Campaign: “Here Are Ten Pro-People Bills I Wish to Start With Upon Assumption of Office” — ADC Assembly Candidate, MOY

As the official campaign season for Governorship and State Assembly candidates commences today, September 9, 2026, the African Democratic Congress (ADC) candidate for Ijumu Constituency II, Hon. Musa Olumayowa Yakubu (MOY), has unveiled an ambitious legislative agenda, declaring that he already has ten pro-people bills he intends to pursue upon assumption of office.

In a statement released by his media team this morning to mark the official commencement of the campaign season as announced by the Independent National Electoral Commission (INEC), MOY said he is preparing his legislative agenda ahead of time because he intends to hit the ground running from day one.

According to him, the proposed bills are targeted at addressing some of the most pressing challenges confronting his constituents, particularly in the areas of environmental protection, agriculture, social welfare, youth and women inclusion, security and economic development.

Among the first set of bills he intends to pursue are:

1. Bill to Curb the Destruction of Properties by Rainstorm and Erosion

A bill seeking to establish stronger and more sustainable measures to address the recurring destruction of houses, businesses and other properties by rainstorms and erosion in Iyara, Egbedda-Egga, Ife-Ikoyi and other affected communities across Kogi State.

The proposed legislation will seek to strengthen preventive measures, improve government intervention and provide greater protection for citizens, their homes, businesses and investments.

2. Bill to Establish a Farmers’ Market in Iyara

A bill seeking the establishment of a dedicated Farmers’ Market in Iyara, the Ijumu Local Government Headquarters, where farmers, buyers, traders and travellers can conveniently meet and transact.

According to MOY, the initiative would provide farmers with a ready and organised market for their produce, stimulate economic activities, create employment opportunities and increase the internally generated revenue (IGR) of government.

3. Bill for Monthly Feeding Support for Senior Citizens

A bill seeking to provide monthly feeding allowances or stipends for aged and vulnerable citizens.

MOY described the proposal as a modest but meaningful way of recognising the sacrifices of the older generation and ensuring that senior citizens are not abandoned after decades of contributing to their families, communities and society.

4. Bill for 35% Youth and Women Inclusion in Government Employment and Appointments

Describing this proposal as tough but achievable, MOY intends to advocate legislation that would institutionalise a 35% affirmative representation for youths and women in employment and appointments within the Kogi State Civil Service.

He said the proposal draws inspiration from the ADC’s commitment to greater youth and women inclusion and is aimed at ensuring that the younger generation and women have a stronger stake in governance.

5. Bill to Tackle Internet Fraud and Related Criminal Activities

A bill aimed at addressing the growing menace of internet fraud, popularly known as 419 or Yahoo-Yahoo, particularly among young people.

MOY said the recent situation in Ekinrin-Adde remains a painful reminder of the dangers associated with criminal activities and the urgent need for a comprehensive response involving prevention, youth engagement, skills development, economic opportunities and community-based interventions.

He noted that the remaining five bills, as well as other legislative initiatives would be unveiled subsequently.

According to MOY, these proposals are not merely campaign promises but represent the beginning of a legislative blueprint he is developing ahead of assuming office.

“These and other bills yet to be mentioned will go a long way in bringing the much-needed presence of government to our communities and beyond.

“My legislative agenda will not, however, stop at sponsoring bills. I will vigorously pursue my constitutional oversight responsibilities to ensure that government programmes, projects and resources meant for our people actually get to them.

“The people deserve the true dividends of democracy, and I am prepared to provide the voice, representation and legislative action required to achieve this.

“This time around, it will be business unusual.”

As the campaign season officially begins, MOY urged the people of Ijumu Constituency II to look beyond political rhetoric and judge candidates by the clarity of their ideas, preparedness, competence and commitment to service.

For MOY, representation is not simply about occupying a seat in the House of Assembly; it is about turning the people’s concerns into legislation, oversight and tangible development.
