REQUEST FOR PROPOSAL (RFP) FOR CONSULTANCY SERVICES FOR THE DESIGN OF INTERNATIONAL AIRPORT AT ZARIAGI LOKOJA KOGI STATE.

Introduction

The Government of Kogi State seeks to enhance air transportation infrastructure by establishing a modern International Airport at Zariagi, Lokoja-Kogi State. This strategic initiative aims to improve regional connectivity, foster economic growth and enhance investment opportunities.

Kogi State Ministry of Transportation hereby invites qualified and experienced Consultants to submit proposals for the consultancy services for the design of the proposed airport.

Scope of Work:

A. Pre-Feasibility and Feasibility Studies

1.Airport Planning and Design: Consultants assess the site’s suitability, airport layout, and infrastructure requirements.

 

2.Traffic Forecasting: Experts analyze passenger and cargo traffic projections to determine airport capacity needs.

 

3.Environmental Impact Assessment (EIA): Consultants evaluate the potential environmental effects of the airport construction.

 

4.Socio-Economic Impact Assessment: Experts assess the potential social and economic impacts on local Communities.

 

B. Technical and Engineering Services

1. Airport Master Planning: Consultants develop a comprehensive plan for airport development, including infrastructure, facilities and services.

 

2. Airport and Landside Design: Experts design the airport’s airside (runways, taxiways, aprons) and landside (terminals, parking and access roads) infrastructure

 

3. Air Traffic Control (ATC) and Navigation System: Consultants design and plan ATC systems navigation aids and communication systems.

 

4. Electrical and Mechanical Engineering: Experts design and plan the airport’s electrical and mechanical systems, including power generation, distribution and HVAC.

 

C. Project Management and Coordination

1. Project Management: Consultants oversee the entire project, ensuring timely

completion, budget adherence and quality standards.

2. Contract Management: Experts manage contracts with Contractors, Suppliers

and other Stakeholders.

3. Stakeholder Engagement: Consultants facilitate communication and coordination among Stakeholders, including Government Agencies, Local Communities and Airport authorities.

 

D. Financial and Economic Services

1. Financial Feasibility Study: Consultants assess the project’s financial viability,

including revenue projections, costs and funding requirements.

2. Economic Impact Analysis: Consultants evaluate the airport’s potential economic benefits, including job creation, GDP growth and tax revenue generation.

3. Funding and Financing Options: Consultants explore funding options, such as public-private partnerships (PPPs), grants and loans.

 

E. Environmental and Social Services:

1. Environmental Monitoring and Management: Consultants develop plans for environmental monitoring, management and mitigation measures.

2. Social Impact Assessment: Experts assess the potential social impact on Local Communities, including relocation, noise pollution and Community engagement.

 

3. Community Engagement and Participation: Consultants facilitate Community engagement, participation and benefit-sharing mechanisms.

 

F. Other Consultancy Services Like:

1. Geotechnical Investigations: Consultants conduct site investigations to determine soil and rock conditions.

2. Surveying and Mapping: Experts conduct surveys and mapping to determine the site’s topography and boundaries.

3. Permitting and Approvals: Consultants assist with obtaining necessary permits and approvals from regulatory authorities, etc.

Submission Deadline: All proposals must be submitted in sealed envelopes clearly marked “Proposal for the design of an Airport at Zariagi, Lokoja” to Office of the Permanent Secretary; Ministry of Transportation, Marine Road Lokoja Kogi State and Kogi state Bureau of Public Procurement eProcurement Platform (eproc.bpp.kg.gov.ng) on or before 25th March 2025, by 12:00 PM.

 

Submission Requirements Requirement: Interested consultant should submit:

A cover letter expressing interest

Evidence of Certificate of Incorporation from Cooperate Affairs Commission.

At least, five (5) years Proven experience in airport development and infrastructure project.

Company’s audited Accounts in the last three years 2022, 2023 and 2024.

Last 3 years Tax clearance certificates for the years 2022, 2023 and 2024.

A recognized degree in Civil Engineering, Aviation Planning, Architecture, or related field & Proof of required professional certifications.

 

List of key personnel and proven track records of successful completion of similar

projects (please provide details).

 

Certificate from relevant professional bodies or authorities & Compliance with all

regulatory and environmental standards.

Demonstrated ability to manage complex infrastructure projects

A financial proposal (if applicable).

 

Evidence of Registration with Kogi State Revenue Service, Kogi State Bureau for Public Procurement, Kogi State Ministry of Commerce and Industry and Kogi State Ministry of Transportation.

 

Functional Address, GSM phone number.

 

A sworn affidavit that none of the Company’s Directors have been convicted in any

Country for any criminal offence, including fraud or financial impropriety.

 

List of plants/Equipment owned or lease (where applicable).

 

General Information:

Bids must be in English and signed by the Bidder.

 

Bids submitted after the deadline for submission would be returned un-opened.

 

All cost will be borne by the Bidders.

 

All qualified Bidders will be contacted at a later while bids of unsuccessful bidders will be returned.

Kogi State Ministry of Transportation reserves the right to accept or reject any proposal and to annul the process at any stage without incurring any liability.
