Democracy and Governance in Nigeria: A Critical Perspective

Dr. Aiyeku Olufemi Samuel

“Democracy is worse than a secret cult; it kills like a man’s best friend who is his own enemy.”
~UNKNOWN

This thought-provoking assertion reflects the paradox of democracy in Nigeria—a system built on the ideals of representation, freedom, and governance by the people, yet often manipulated by the very structures meant to uphold it. Nigeria, Africa’s largest democracy, has had a tumultuous journey in governance, marked by military rule, electoral corruption, and persistent socio-economic challenges. While democracy theoretically offers transparency, accountability, and development, its practical implementation in Nigeria has been riddled with contradictions, often leading to more disillusionment than progress.

Historical Context: The Evolution of Democracy in Nigeria
Nigeria gained independence in 1960 and became a republic in 1963. However, democratic governance was short-lived as the military overthrew the First Republic in 1966. Over the next three decades, Nigeria oscillated between military and civilian rule, with democracy being fragile and often subverted by military coups. In 1999, after years of dictatorship, Nigeria returned to civilian rule under the Fourth Republic, ushering in a new era of democratic governance. Yet, despite over two decades of democratic experience, governance remains largely inefficient, riddled with corruption, electoral malpractice, and weak institutions.

Governance Challenges in Nigeria’s Democracy
*Electoral Corruption and Manipulation*
Elections in Nigeria are marred by vote-buying, rigging, violence, and judicial compromises. According to the Centre for Democracy and Development (CDD), at least 52% of Nigerians believe elections are not free and fair. The 2023 elections, despite advancements like the BVAS system, still recorded over 2,000 cases of electoral violence.

*Weak Institutions and Lack of Accountability*
The judiciary, legislature, and executive arms of government often lack independence. According to Transparency International’s Corruption Perception Index (CPI), Nigeria ranks among the most corrupt countries, placing 150 out of 180 in 2023.

*Political Godfatherism and Elite Capture*
A few powerful individuals (godfathers) determine political office holders, undermining the democratic process. This control stifles true representation, leaving governance in the hands of political elites rather than the electorate.

*Poor Service Delivery and Economic Hardship*
Despite Nigeria’s vast resources, over 63% of Nigerians live in multidimensional poverty, according to the National Bureau of Statistics (NBS). Unemployment remains a crisis, with youth unemployment reaching 53.4% in 2023.

*Security Challenges*
Insurgency (Boko Haram, ISWAP), banditry, herder-farmer conflicts, and kidnapping have escalated. The Global Terrorism Index ranks Nigeria as the 6th most terrorized country.

*Ethnic and Religious Divisions*
Democracy in Nigeria has struggled with national unity, as political divisions often reflect ethnic and religious biases rather than ideological differences. The federal character principle is often undermined by nepotism.

The Paradox of Democracy: Progress and Regression
While democracy has allowed for some political participation, press freedom, and civil engagement, it has also been hijacked by a corrupt elite that subverts its principles. The democratic system in Nigeria sometimes serves the interests of politicians rather than the citizens. Unlike traditional secret cults, where members are at least aware of their allegiance, democracy deceives the masses into believing they have power when, in reality, they are often pawns in a larger political game.

Recommendations for Strengthening Democracy and Governance in Nigeria
*Electoral Reforms*
Strengthen INEC’s independence, enforce electronic voting, and ensure that vote-buying and electoral fraud are punishable by law.

*Judicial Independence*
Judges should be insulated from political influence to ensure fair and just rulings on election matters.

*Decentralization of Power*
True federalism should be implemented to allow states to have greater autonomy in governance.

*Strengthening Anti-Corruption Agencies*
EFCC and ICPC should be granted more autonomy to fight corruption effectively.

*Economic Reforms*
Diversify the economy beyond oil dependency and promote industrialization, entrepreneurship, and job creation.

*Security Sector Reform*
Improve intelligence gathering, increase security funding, and address the root causes of insecurity such as poverty and unemployment.

*Civic Engagement and Political Education*
Educate citizens on their rights, responsibilities, and the need for active participation in governance beyond just voting.

Conclusion
Democracy in Nigeria remains a work in progress. While it presents a structure for governance, its implementation has largely failed to meet its core promises. Without urgent reforms and a shift in political culture, democracy will continue to function like a “secret cult” that benefits only a few while leaving the masses disillusioned. The question remains: *Can Nigeria truly achieve a people-centered democracy, or will governance continue to be a tool of oppression under the
