DSSK KEEPING THE PROMISE OF AN EQUAL OPPORTUNITY REPRESENTATION

INTRODUCTION

On 13th June 2023, the 10th National Assembly was inaugurated, and Senator Karimi was Sworn-in as the Senator representing Kogi West Senatorial District.

Since assumption of office, he has concentrated on delivering on his electoral promises and providing fair, just and equitable representation.

Chief amongst which is Sponsoring Motions of National Importance that requires the Executive attention to areas of government intervention to ensure the improvement of welfare and security of the people.

He has also sponsored Bills that is expected to become law, thereby contributing his own quota to progressive development of Nigerian Laws.

He has relentlessly improve the welfare and security of his people by providing Bursaries for Students, Sponsoring Women Empowerment Programs, Providing Soft capital to micro and small businesses, attracting and sponsoring developmental projects like Solar Motorized Boreholes, Solar Lightnings for communities, Revamping of Schools and construction of classroom blocks e.t.c.

Senator Karimi has severally influenced employment for constituents in Ministries, Departments & Agencies (MDA’s) to better position our youths to contribute to the nation’s public service.

*SUMMARY OF THE ACCOUNT OF REPRESENTATION*

Nigeria operates a Federal Presidential System of Government in which powers are separated between the Legislature, Executive and Judiciary.

By virtue thereof the Legislature which comprise the National Assembly and the State Houses of Assembly makes laws for good governance and development of the Country at the Federal and State levels respectively.

The National Assembly, which is the Federal Legislature comprise of two houses, the Senate and the House of Representatives.

In the National Assembly and particularly in the Senate, there are essentially two (2) types of Bills, we have the Private Member Bills, which are sponsored by individual Senators whilst there are Executive Bills which are sponsored by the Executive, through the Leader of the Senate.

Lawmaking is the primary purpose of the National Assembly, and National Assembly makes laws through Bills.

These Bills after being sponsored by Senators, are Gazetted in the Journals of the Senate, in which they pass through First Reading, Second Reading, Committee deliberations stage, 3rd Reading, Concurrence with other Chamber e.g. House of Representatives and then Assent by the President.

During his campaign as Senator, Karimi Sunday Steve promised to Sponsor Bills with a national outlook. Bills that will (1) improve the Economy (2) Restructure the Federal Republic of Nigeria by addressing national issues like Security-which led to the sponsoring of the State Police Bill; ensuring of Local Government Autonomy vide amendment of the Constitution (3) improve the Electoral Process.

In fulfillment of his electoral promises, Distinguished Senator Sunday Steve Karimi has spearheaded the introduction of the following Bills to the National Assembly for deliberation and passage.

LEGISLATIVE INSTRUMENTS BILLS SPONSORED DISHONOURED CHEQUES REPEAL AND RE-ENACTMENT BILL 2023

The Bill intends to amend the defects in the current laws on Dishonored Cheques and bring it in line with international standards.

The Bill increases the fine payable for deliberately issuing dud cheques from N 5000, to N 500,000.00 and makes the Offence triable in all Courts with criminal jurisdiction in Nigeria, depending on the amount involved.

Provision of Order of Restitution and Notice of Dishonor in a bid to bring the current up to speed with international standards. Restitution of victims of dud cheques is now a means of redress for the victims.

CENTRAL BANK OF NIGERIA(AMENDMENT) BILL 2023.

Essentially, the Bill seeks to prohibit the dollarization or use of foreign currency in domestic transactions in Nigeria, in order to ensure stability of the value of Naira.Also, it intends to preclude Central Bank Governor and Deputy Governors from participating in partisan and elective politics whilst in office, in order to insulate the Central Bank from partisan politics.

PENAL CODE AMENDMENT BILL 2023.

The Bill intends to improve the offence of Rape, by making the wordings of the offence more gender friendly, as not only females can be raped as construed by the Principal Act. Not only Males or male organ can be used to undertake rape, but even objects, the law which is an instrument of social engineering ought to be amended to meet changing needs of the society. Procuring of girls for illicit sexual intercourse is also included in the Penal Code as a Crime.

CORRUPT PRACTICES AND OTHER RELATED OFFENCES (AMENDMENT) BILL 2023.

The Bill intends to improve the ability of the Commission to better fight corruption and increase the fines for corrupt offences generally.

ELECTORAL ACT AMENDMENT BIILL 2023.

To allow seamless replacement of elected Legislators in the case of Vacancy during Tenure owing to Resignation or death of the elected legislator in order to save public revenue spent on elections.

FEDERAL UNIVERSITY OF AGRICULTURE KABBA BILL 2024.

The Bill was read first time on 10th October 2024.It is a bold step of improving tertiary education in Nigeria and to serve as training ground improving educational training in agriculture, especially that agriculture is unquestionably the largest livelihood provider globally and can significantly improve National Economic Output. This Bill seeks to upgrade the Ahmadu Bello College of Agriculture Kabba to a full – fledged Federal University to provide holistic development of agricultural skills for accelerated growth in Nigeria.

The institution will now move from being a Diploma Awarding Institution to a Degree Awarding Institution.

FEDERAL UNIVERSITY OF MEDCINE AND MEDICAL SCIENCES BILL, EGBE, KOGI STATE (S.B. 299).

To establish Federal tertiary medical institution in Egbe, Kogi State using the already existing infrastructure provided by the Sudan Interior Mission in 1951.CONSTITUTION OF THE FEDERAL REPUBLIC OF NIGERIA (ALTERATION BILL)

(STATE POLICE BILL) 2024.

The Bill is borne out of the desire to curb the grave insecurity in the country, especially the incessant attacks on agrarian communities and kidnapping.

The sponsor believes that the unitary policing arrangement is no longer effective and therefore proposes that the Constitution of the nation be amended to allow States who are willing and financially capable to operate an effective Police System to establish a State Police, subject to it meeting the conditions set out by the National Police Council, which shall be in charge of setting standards for the subnational police. Also, the Bill provides that State Police shall not have jurisdiction on matters of a political nature in order to eschew it from local politics and enable it discharge is policing duties without fear or favour.

CONSTITUTION OF THE FEDERAL REPUBLIC OF NIGERIA (ALTERATION BILL) (LOCAL GOVERNMENT AUTONOMY) BILL 2024.

This Bill was sponsored before the Supreme Court Judgment on Local Government Autonomy.
By virtue of the Holdings of the Apex Court, it is important that Section 162 CFRN 1999 be amended to ensure that Funds accruing to the Local Government from the Federation Account be paid directly to the Local Governments as was the case under the 1989 Constitution of the Federal Republic of Nigeria.

Also, the Constitution is to provide for the eligibility for contesting local government elections and INEC is saddled with the responsibility of conducting Local Government Elections.

CONSTITUTION OF THE FEDERAL REPUBLIC OF NIGERIA (SIXTH ALTERATION) BILL 2024-

To amend the constitution of the federal republic of Nigeria to codify convention of national assembly that makes it compulsory for aspirants as presiding officers of both chambers to be ranking elected officers.

NATIONAL E-GAMING BILL 2025.

The Bill seeks a Federal Legislation regulating Internet based Gaming in Nigeria, to avoid espionage, money laundering and terrorist financing and to create a law to regulate this new field of Gaming.

NATIONAL SPORTS DEVELOPMENT FUND BILL 2025.

The Bill seeks to set up a Development Fund to Fund sporting activities and improve sports facilities nationwide.To ensure that sporting activities can be funded anytime in the year, even when Budgetary Releases for sports haven’t matured to fund grassroot sports activities and ensure efficient talent recruitment.

FEDERAL HIGHWAYS (AMENDMENT) BILL 2025.

To improve safety on Federal Highways.

FEDERAL DELEGATED LEGISLATION/STATUTORY INSTRUMENTS BILL 2025.

It is trite that the Constitution of the Federal Republic of Nigeria, like that of other developed democracies enshrines the principles of separation of powers and checks and balances.

It is also clear that in order for government to function, the Legislature donates its power of making laws to Administrative Agencies such as Commissions, Parastatals e.t.c who make laws through Subsidiary Legislation such as Orders, Rules, Regulations, Guidelines etc.

These Statutory Instruments or Delegated Legislation are not cross-checked by Parliament in Nigeria and it often leads to abuse of authority or abuse of delegated power.

This Bill seeks to establish Standing Committee on Statutory Instruments in the National Assembly, in order to ensure that all Regulations and Guidelines by Corporations and Commissions pass through the scrutiny of the National Assembly before it becomes operative in order to avoid arbitrariness. The Bill also intends to ensure that in enacting subsidiary legislation, the Bill seeks to enact a Law making it compulsory for all Administrative Agencies in Nigeria in their Rule Making procedure to adopt a Consultative Approach to Rule making.

MOTION ON NEED TO APPRAISE THE CURRENT ECONOMIC IMPROVEMENTS AND ITS IMPACTS OF PRICES AND NECESSITIES IN NIGERIA.

MOTION ON URGENT NEED TO APPRAISE THE NIGERIAN ECONOMIC SITUATION AND A CALL FOR A PUBLIC ENQUIRY ON HOW WE GOT TO WHERE WE ARE AND TO PROVIDE FOR A WAY FORWARD- co-sponsored with Senators Natasha Akpoti Uduaghan, Wasiu Sani Eshiolokun, Satso Plank Dinket, Ngwu Osita, Ezea Okechukwu, Oluwole Cyril Fasuyi, Husseini Babaginda Uba, Ireti Kingigbe, Ned Nwoko, Aminu Abbas, Jarigbe Agom Jarigbe and Asuquo Ekpeyong.

In addition to the above, Senator Karimi has contributed to the passage of several Bills for the betterment of all Nigerians.

ZONAL INTERVENTION, CAPITAL PROJECTS AS WELL AS SELF-FINANCED PROJECTS.

Government exists for the provision of welfare and security for the people, hence the Federal Government of Nigeria invented the Constituency Projects for Federal Legislators.

To this end, Senators are given the opportunity to suggest projects (within a ceiling) in their Senatorial Districts for implementation in the Nation’s Appropriation Act.

These projects are domiciled in Agencies and executed for the benefit of the constituents.The 10th National Assembly commenced in June 2023, midlife into the the 2023 Appropriation Act, which implies that Senators newly elected at the commencement of the 10th National Assembly, had no imputs or influence in the 2023 Appropriation Act.

Thus, projects for Kogi West Senatorial District in 2023, were not influenced or inputed by Distinguished Senator Sunday Steve Karimi but by his predecessor in office.

As such, his input at Capital and Zonal Intervention Projects (Constituency Projects) in the 10th Senate commenced with 2024 Appropriation Act, which life has been extended to 2025 June.

As such, below are the Projects attracted by Distinguished Senator Karimi Sunday Steve in the 2024 Appropriation Act:

† ZONAL INTERVENTION PROJECTS AND CAPITAL PROJECTS.

†CONSTRUCTION OF SOLAR MOTORIZED BOREHOLES IN SEVERAL WARDS ON KOGI WEST SENATORIAL DISTRICT.

New Boreholes were sunk in Each Ward in the following local governments: a. Kogi Local Government, b. Lokoja Local Government, c. Kabba Bunu Local Government and d. Ijumu Local Government.

About 70 new Boreholes were sunk in total in the above local governments.

† REFURBISHING AND REVAMPING OF SOLAR MOTORIZED BOREHOLES IN EACH WARD IN MOPAMURO, YAGBA EAST AND YAGBA WEST LOCAL GOVERNMENT AREAS OF KOGI STATE.

About estimated 55 boreholes were refurbished in Yagba Federal Constituency.

† INSTALLATION OF SOLAR STREET LIGHTS IN VARIOUS COMMUNITIES IN KOGI WEST SENATORIAL DISTRICT OF KOGI STATE.

† YAGBA WEST LOCAL GOVERNMENT 44 SOLAR POLES (Distributed in Igbaruku, Iyamerin, Ogbe, Ogga, Oke Ere, Ejiba, Odo Ara, communities).

† YAGBA EAST LOCAL GOVERNMENT-

80 SOLAR POLES(Distributed in Isanlu, Ejuku, Iffe Olukotun, Igbo Ero, Igbagun, Imela, Jegge, Ogbom, Aginmi Communities).

† IJUMU LOCAL GOVERNMENT:

25 SOLAR POLES Distributed in Egbeda, Ikoyi and Iyara.

†KABBA BUNU LOCAL GOVERNMENT

81 SOLAR POLES

† KOGI LOCAL GOVERNMENT

50 SOLAR POLES- 50 Solar Poles Installed and distributed along various communities in Kogi Local Government.

CONSTRUCTION OF STUDY CENTRE FOR NATIONAL OPEN UNIVERSITY, ISANLU, KOGI STATE (ONGOING) – This project is aimed at improving access of constituents to open and flexible tertiary education.

† PROVISION OF 17 TRICYCLES (MOSTLY CARGO TRICYCLES) FOR CONSTITUENTS IN KOGI WEST SENATORIAL DISTRICT, KOGI STATE.

CONSTRUCTION AND FURNISHING OF CLASSROOM BLOCKS IN:

† Community Secondary School Odo-Ape, Kabba-Bunu Local Government Area of Kogi State.

† Government Day Secondary School, Oke-Eri, Yagba West Local Government, Kogi State. (Ongoing).

† TOTAL UPGRADE OF GOVERNMENT SCIENCE SECONDARY SCHOOL KOTONKARFE (2024 INTERVENTION PROJECT:

UPGRADE OF INFRASTRUCTURE IN SENIOR SECONDARY SCHOOLS: FEDERAL GOVERNMENT OF NIGERIA

NATIONAL SENIOR SECONDARY EDUCATION COMMISSION: PROJECT CODE NSSEDPPL)

This Project is estimated to cost about N 1.2Billion Naira.It includes construction and furnishing of classroom blocks, staff rooms, laboratories and computer center for the school.

Asides project specifically inserted and influenced in the 2024 Appropriation Act by Distinguished Senator Sunday Steve Karimi, he also self-financed the below-listed projects for the benefit of the Senatorial District:

FORWARD OPERATION BASE(FOB)

Construction, Furnishing and Handing over of 85 bedspaces Forward Operation Base with Well Built Armoury Building, Well Furnished Office Apartments for Commander of the Base, Official Residence of 3 bedroom apartment fully furnished for the FOB Commander, Officers Mess for (a) officers of the Nigerian Army(b) Soldiers at the FOB, inclusive of Well-constructed hidden Armoury building, well-constructed watch-tower, 25kva solar generating inverters, 22kva Standby Generating Sets Well-furnished Kitchens and other exquisite appurtenances such as Internet facilities e.t.c in the Outskirts of Egbe, Yagba West Local Government Area of Kogi State.

The Base was handed over on the 14th October 2024 with representative of the Chief of Army Staff and other top echelon of the Nigerian Military.

It also includes Purchase of 2 Brandnew Toyota Hilux Vehicles for Operational Activities of the Army at the Forward Operation Base.

† PAKUTA BRIDGE CONSTRUCTION:Construction of Pakuta Bridge in Kogi West Senatorial District, the Bridge links Aiyegunle Gbede-Kiri Road in Ijumu and Kabba Local Government Areas of Kogi State. The Bridge links the road that transverse Aiyegunle Gbede Community to Kiri Kingdom in Kabba Bunnu Local Government and to Kuppa North and South in Eggan Communities IN Lokoja Local Government Area of the State.

This road where the Bridge is situate, was awarded to SETRACO Nigeria Limited but was abandoned due to improper funding by the Federal Government and this led to the total collapse of the Bridge for many years.

† STUDENT BURSARY IN 2024, Distinguished Senator Sunday Steve Karimi launched Bursary Scheme for indigenes of Kogi West in Public Tertiary Institutions in Nigeria.

The Bursary Scheme which is an annual event was launched in October 2024. In the first year, 1000 indigent students from the Senatorial District were scheduled to benefit from the program and they indeed benefited after scrutiny by the Bursary Committee.

Each of the 1000 indigent students were given N 100,000.00 each, bringing the total funds disbursed on the scholarship scheme @ N 100,000,000.00.

The Bursary Scheme is expected to continue again in 2025 and not less than another 1000 indigent students will benefit. It is intended to help students pay their tuition fees and alleviate the challenges of accessing tertiary education amongst constituents.

† WOMEN EMPOWERMENT

As an advocate of women empowerment and a strong believer in the mantra ‘’empower a woman, empower a nation’’, Distinguished Senator Sunday Steve Karimi launched a Women Empowerment Scheme.

The Scheme is to assist women who have registered in thrift cooperatives to expand their micro and small businesses, through financial seeds that will allow them augment their capital and improve profitability.

Women from across all the Wards of Kogi West Senatorial District benefited from the Women Empowerment Scheme around September 2024.

For 2025, the Scheme is to be upgraded to include provision of equipment and tools for artisans and handcrafts.

† REPAIR AND RECONSTRUCTION OF FISH MARKET, LOKOJA.

At about January 2025, Senator Karimi inspected the repairs of the Lokoja Fish Market which he solely financed its renovation.

Distinguished Senator Karimi rehabilitated the Lokoja Fish Cold Room in Lokoja Kogi State. The Fish Cold Room was constructed by Late Hon. Buba Jibril years ago and had become moribund.

Its renovation will assist the fish sellers and traders to preserve their wares and increase national economic output.

OUTLOOK SPECIAL INTERVENTION FUNDS FOR MOPA-ISANLU-EGBE-ERUKU ROAD IN KOGI WEST SENATORIAL DISTRICT- For over 15years, the road between Lokoja and Ilorin through Obajana, Kabba, Mopa, Isanlu, Omu Aran, Ilorin had been deplorable. But due to Tax Waiver Arrangement between the Federal Government and Dangote Plc, the Obajana-Kabba Road was properly reconstructed.

However, the Kabba-Ilorin Road remain in a deplorable state. Sometime in 2015, the Contract for Kabba-Isanlu-Omu Aran-Ilorin Road was awarded, but there has been no adequate fund for the road up till now. Instead, Distinguished Senator Karimi had self-financed palliative repairs on the road.

However, in 2025, Distinguished Senator Karimi earmarked his entire Presidential Approval for Capital Project for Senators in the 2025 Appropriation (N 2Billion Naira) to the construction of Mopa-Isanlu-Egbe-Osi-Omu-Aran-Ilorin Road, as a special intervention for the construction of the road.

Also, Senator Karimi earmarked additional N 1Billion Naira for the same road project to ensure speedy completion of the abandoned road project.

The implication thereof is that the Senator representing Kogi West Senatorial District, sacrificed N 3Billion Funds meant for his Capital Project in the 2025 Appropriation Act to the Road, in his passionate drive to reconstruct the road, in order to provide for Security and Welfare of the people.

Also, through consistent parley with the Minister of Works and in realization of the Distinguished Senator’s sacrifice of N 3Billion Naira for the Road Project, the Honorable Minister of Works, added additional N 6Billion Naira in the Appropriation Act 2025.

The Federal Minister caused to be included in the 2025 Appropriation Act, additional PROVISION OF EDUCATIONAL INFRASTRUCTURE IN SCHOOLS.

In 2025, Karimi intends/proposes to improve education infrastructure by:

† Constructing and Furnishing of Classroom Blocks in Iluke, Kogi West Senatorial District, Kogi State.

† Construction, Renovation and Furnishing of Classroom Blocks in Government Secondary Schools in Kogi West Senatorial District, Kogi State

† Construction of classroom blocks and provision of motorised boreholes in some schools in Kogi West Senatorial District, including Government Secondary School Agbaja, Lokoja Local Government, Alalodu Secondary School, Ejuku, Yagba East Local Government, Model Primary School, Aiyetoro Gbede Ijumu Local Government Area of Kogi State and in Muslim Community Secondary School, Lokogoma LGA, Kogi State.

† BURSARY FOR UNDERGRADUATES IN PUBLIC TERTIARY EDUCATIONAL INSTITUTIONS IN NIGERIA- In 2024, Distinguished Senator Sunday Steve Karimi through the Steve Karimi Foundation gave N 100,000.00 each to 1000 Constituents who are indigent students or students from the Senatorial Districts who are pursuing undergraduate degrees in Public Tertiary Educational Institutions.

As part of his commitment to education, he is determined to continue the program in 2025 and even thereafter, in order to bring succour to parents in their plight to educate their wards. Also, continuation of the program will afford applicants who did not get the Bursary in 2024 to have a chance at it in 2025.

This is because Distinguished Senator Karimi believes that an investment in knowledge pays the best interest.
