Human Rights Lawyer Seeks Clarification from Hisbah Leadership Over Distribution of Ramadan Rice Support.

A Kano-based private legal practitioner and human rights advocate, Barrister Musa Abubakar Tudunwada, has announced plans to formally write to the Commander-General of the Kano State Hisbah Board, Sheikh Aminu Ibrahim Daurawa, requesting clarification regarding the distribution of bags of rice reportedly donated by the Kano State Government to the agency as part of its Ramadan welfare initiative.
Barrister Tudunwada disclosed that the move followed complaints allegedly received from some personnel of the Hisbah Board who claimed that the rice distribution exercise was not conducted in a transparent or equitable manner, with some staff members reportedly excluded from the allocation.
According to him, the rice was part of the Ramadan palliative provided by the Kano State Government under the leadership of Governor Abba Kabir Yusuf to ministries, departments, and agencies (MDAs) across the state in order to support workers and ease the economic burden often experienced during the fasting period.
Speaking on the development, Barrister Tudunwada said his decision to seek official clarification was guided by the need to promote transparency, accountability, and fairness within public institutions.
“We will formally write to Sheikh Aminu Ibrahim Daurawa to request a detailed explanation of how the rice provided by the government was distributed within the Hisbah Board,” he stated.
He noted that the purpose of the letter would be to obtain an official account of the process used in sharing the food items and to identify whether the reported grievances were the result of administrative lapses, miscommunication, or other irregularities.
Barrister Tudunwada further explained that as a human rights advocate, he considers it important that welfare resources meant for public servants are distributed fairly and in accordance with the principles of justice and equity.
“Public institutions must operate with a high level of transparency, particularly when dealing with welfare items provided through public resources,” he said.
He added that if the Hisbah Board fails to provide a satisfactory explanation regarding the distribution process, further legal and administrative steps may be taken to address the matter.
“If our request is not addressed or if the board fails to provide a transparent explanation of the distribution process, we will have no option but to file a petition before the Kano State Public Complaints and Anti-Corruption Commission to seek justice for affected staff members,” Barrister Tudunwada added.
Sources familiar with the situation disclosed that the Kano State Government had reportedly allocated about 900 bags of rice to the Kano State Hisbah Board for distribution among its personnel as part of the Ramadan support programme.
According to the source, the alleged breakdown of the distribution indicated that the Commander-General, the board chairman, and the Deputy Directors-General were said to have received 20 bags each, while Assistant Directors-General reportedly received 18 bags each.
The source further claimed that directors and assistant commanders were allocated one bag each, while units within the headquarters received one bag per unit. Additionally, each local government headquarters of the Hisbah Board reportedly received five bags for distribution among personnel stationed in those areas.
However, Barrister Tudunwada emphasized that these claims remain unverified and that his request for clarification aims to allow the leadership of the Hisbah Board to provide an official account of the distribution.
He also stressed that institutions tasked with promoting moral discipline, justice, and social order must themselves demonstrate strong adherence to fairness and accountability in their internal operations.
“Institutions entrusted with upholding moral standards must also reflect those values in their administrative conduct,” he said.
Observers note that welfare interventions such as the Ramadan rice distribution are common across government institutions in Kano State, particularly during the holy month of Ramadan, when authorities often provide food items to civil servants and vulnerable members of the public to cushion the impact of rising living costs.
The Kano State Government, under Governor Abba Kabir Yusuf, recently distributed food items to several government agencies, ministries, and members of the public as part of its broader Ramadan social support programme, aimed at assisting residents during the fasting period.
Barrister Tudunwada concluded by reiterating that his intervention should not be interpreted as an accusation but rather as an effort to ensure transparency and fairness in the management of public welfare initiatives.
He expressed hope that the leadership of the Hisbah Board would respond constructively and clarify the situation in order to maintain public confidence in the institution.
