NDIMRC Hails Amnesty Boss Otuaro for Transformative Leadership in Niger Delta

The Niger Delta Indigenous Movement for Radical Change (NDIMRC) has commended the Administrator of the Presidential Amnesty Programme, Dr. Dennis Otuaro for his laudable achievements and visionary leadership that have brought renewed hope, peace, and development to the Niger Delta region.

According to the group, since his appointment in March 2024 by President Bola Ahmed Tinubu, Dr. Otuaro has repositioned the PAP from a stipend-driven initiative to a full human capital development and empowerment programme, in line with the Renewed Hope Agenda and warned all distractive elements to halt all attacks against him for the interest of the oil-rich Niger Delta Region.

Describing the PAP Boss, Dr Otuaro as the best thing to have happened to the people of the oil-rich Niger Delta Region, the group said that; “Dr Otuaro has taken the Amnesty Programme to where it has not been taken to before, he is the best thing that has happened to the Programme since its inception and all those distractive elements should leave him alone for him to continue to put in his best”.

In a Press Statement signed by Emma Nelly (President), John Sailor( Secretary) and Stanley Mukoro (PRO), the group said that the PAP Boss has expanded the educational programme of the Amnesty like never before.

The programme now sponsors 8,205 scholarship students both onshore and offshore — the single largest educational deployment in PAP history. This includes over 200 students in international universities studying strategic courses such as Cybersecurity, Data Science, Marine Engineering, Artificial Intelligence, and Renewable Energy.

According to the group, under the Vocational and Economic Empowerment; “Dr. Otuaro has revitalized vocational training and revived aviation and maritime engineering programmes. Thousands of ex-agitators have transitioned from dependency to entrepreneurship, with many now employers of labour”.

On Welfare and Institutional Reforms, the group wrote that; “The prompt payment of monthly stipends and scholarship allowances has been restored, stabilizing the livelihoods of beneficiaries and vendors. Issues of exclusion and delayed payments have also been addressed”.

“Through inclusive consultations with camp leaders, women groups, and community stakeholders, Dr. Otuaro has strengthened regional stability and reduced tensions across the Niger Delta”, the group said.

The group wrote; “We have seen that the leaders of ex-agitators, the Ijaw Youth Consultative Forum, the National Association of Presidential Amnesty Graduates, the IYC Worldwide, the Urhobo Youth Council, and the Orient Community Foundation have all described Dr. Otuaro’s tenure as “transformative,” “unprecedented,” and “the most impactful in the history of the programme and this is equally our position”.

“It is unfortunate that at a time when all well-meaning Niger Deltans and stakeholders are commending Dr. Otuaro for his people-oriented approach and his open-door policy, some disgruntled elements have chosen the path of pull-him-down syndrome. We warn them to desist forthwith or be ready to face the wrath of Niger Delta youths and stakeholders who are solidly behind the PAP Administrator,” the group warned.

The group added; “As a movement committed to peace and radical development in the Niger Delta, we affirm that Dr. Otuaro’s leadership has restored confidence in the PAP and is creating a new generation of educated, skilled, and self-reliant youths. We therefore call on the Federal Government, stakeholders, and the private sector to continue to support the Administrator to enable him to consolidate these gains for lasting peace and prosperity in the region”.
