Niger Delta Civil Liberty Organization (NDCLO), Calls on INEC to Release Final Report on Warri Delineation Exercise

By Wilson Macaulay

Ambassador Augustine Okporu, the National Coordinator of the Niger Delta Civil Liberty Organization (NDCLO), has issued a strong and passionate appeal to the Independent National Electoral Commission (INEC) to immediately release the final report of the Warri delineation exercise, in compliance with the directive of the Supreme Court of Nigeria.

Speaking in Abuja the Federal Capital Territory on behalf of the Ijaw people and other concerned communities within the Warri Federal Constituency, Amb. Okporu described the continued delay in publishing the report as “an affront to justice and a threat to democratic equity.”

“It is disheartening that despite a clear and binding order from the apex court, INEC has refused to act. This lingering delay undermines not only the spirit of justice but the very principle of fair representation in our democratic system,” he said.

The Supreme Court had earlier mandated INEC to conduct and conclude the delineation process in Warri—a region long plagued by disputes over electoral boundaries, representation, and marginalization of the Ijaw people. Yet, years after the judgment, the report remains unpublished, raising serious concerns over institutional accountability and political manipulation.

Amb. Okporu stressed that the Ijaw people have remained peaceful, law-abiding, and committed to democratic values, even amid land encroachments, identity erasure, and administrative bias. However, he warned that peace must not be mistaken for passivity.

> “Our people will never surrender their ancestral territories under any guise—be it political pressure, bureaucratic gamesmanship, or historical distortion,” he affirmed.

Call to Action

Amb. Okporu urged all well-meaning Nigerians, civil society organizations, traditional rulers, religious leaders, and the international community to join in demanding justice and transparency from INEC.

> “This is not just an Ijaw issue. It is a Nigerian issue. If INEC can defy the Supreme Court on Warri, then no community is safe from disenfranchisement. We must all rise to insist that justice is not delayed any further.”

He concluded with a resolute message:

> “We demand equity. We demand recognition. We demand action. INEC must release the final Warri delineation report now. The world is watching, and history will judge.”
