NSA Ribadu Launches Safe Nigeria Initiative to Tackle Root Causes of Insecurity.

In a renewed push to confront the deep-seated drivers of insecurity across the country, the National Security Adviser (NSA), Mallam Nuhu Ribadu, has launched the Safe Nigeria Initiative, a comprehensive, youth-focused programme designed to address the social and economic conditions that fuel violence, extremism, and criminality.
The initiative, also known as Youth Empowerment for Peace and Resilience, targets young Nigerians in vulnerable and conflict-affected communities, with a strong focus on prevention rather than force. Through skills development, livelihood support, psychosocial care, and civic education, the programme seeks to reduce the susceptibility of youths to recruitment by criminal networks and extremist groups.
Under the programme, no fewer than 11,000 young people are expected to benefit from vocational training, entrepreneurship support, peacebuilding education, and structured psychosocial interventions. The goal is to equip participants with practical skills, economic opportunities, and a sense of social inclusion that can steer them away from violence and instability.
In a related effort to strengthen internal security, the Office of the National Security Adviser (ONSA) has also commenced the recruitment of Forest Guards across the country. The Forest Guards initiative is aimed at denying criminal elements safe havens in Nigeria’s vast forested areas, which have increasingly been used for banditry, kidnapping, and arms trafficking. The deployment is expected to complement existing security operations by improving surveillance and early response capabilities in hard-to-reach terrains.
Speaking on the rationale behind the Safe Nigeria Initiative, Ribadu underscored the importance of addressing the root causes of insecurity, noting that poverty, unemployment, social exclusion, and lack of opportunity remain major factors driving unrest and criminal behavior, especially among young people.
Security experts have long argued that while kinetic military operations are necessary, they must be supported by non-kinetic, people-centered approaches that build resilience at the community level. The Safe Nigeria Initiative is designed to fill this gap by linking security objectives with development, mental health support, and civic responsibility.
The programme aligns closely with President Bola Ahmed Tinubu’s Renewed Hope Agenda, which prioritizes inclusive growth, youth empowerment, and sustainable peace. By focusing on prevention, empowerment, and social cohesion, the initiative represents a shift toward a more holistic national security strategy—one that recognizes that lasting peace cannot be achieved through force alone.
With its dual focus on youth empowerment and territorial security through the Forest Guards scheme, the Safe Nigeria Initiative signals a broader commitment by the federal government to build a safer, more stable Nigeria by investing in people as much as in security hardware.
As implementation begins, stakeholders and community leaders are expected to play key roles in ensuring that the programme reaches those most at risk, translating policy vision into measurable improvements in security and social stability nationwide.
