Gov Yusuf signs executive order prohibiting land allocation, curve out, corner shop

Governor Abba Kabir Yusuf of Kano State has issued a decisive executive order prohibiting the allocation of land in the form of “curve out” or “corner shop,” effective immediately. Signed on October 24, 2024, the order restricts all public institutions and individuals within Kano from initiating, processing, or approving any form of structure—whether permanent or temporary—under these terms across the state.
Governor Yusuf, invoking his authority under section 5(2) of Nigeria’s Constitution and section 1 of the Land Use Act, designated the Ministry of Land and Physical Planning as the sole agency authorized to process and approve occupancy permits in Kano. No local government council, agency, or public institution—including KNUPDA, Housing Corporation, or the Ministries of Environment, Agriculture, and others—may allocate or alter land use, particularly in public areas like schools, hospitals, markets, or any public utility buildings without explicit prior approval from the governor.
This executive order also prohibits any form of land allocation on Kano’s ancient city walls (Ganuwa), with strict enforcement to be overseen by the Kano State Public Complaints and Anti-Corruption Commission. The order further extends to grazing reserves and cattle routes, barring any agency or authority from conferring related rights or permissions.
Governor Yusuf emphasized that the decision arose from widespread public concern over unauthorized land use, particularly around schools, hospitals, and other essential public spaces. He expressed disappointment over the apparent involvement of public officials and institutions in land allocation practices that disrupt vital public spaces and utilities.
Prominent officials, including the Deputy Governor Aminu Abdusalam Gwarzo, Speaker of the Kano State House of Assembly Jibril Ismail Falgore, Chief of Staff Shehu Wada Sagagi, and Barr. Muhuyi Magaji Rimingado, Chairman of the Kano State Public Complaints and Anti-Corruption Commission, were present to witness the signing of this landmark order.
