OPEN LETTER TO GOVERNOR SHERIFF OBOREVWORI:
PROPOSAL FOR THE ESTABLISHMENT OF A WARRI PORT REVITALIZATION COMMITTEE
A Special Appeal to Governor Sheriff Oborevwori to Fast-Track the Full Revival of Warri Port
By Wilson Macaulay
The economic future of Delta State and the entire Niger Delta region is closely tied to the effective utilization of the strategic maritime assets located within the region. One of such critical assets is the historic Warri Port, a gateway that once served as a major hub for commerce, shipping, industrial activities, and economic growth in Southern Nigeria.
Despite its enormous economic potential, Warri Port has remained grossly underutilized for several years, resulting in significant revenue losses, reduced industrial activities, increased unemployment, and missed investment opportunities for Delta State and the Niger Delta region.
To reverse this trend, it has become imperative for the Delta State Government under the leadership of Rt. Hon. Sheriff Oborevwori to establish a Warri Port Revitalization Committee charged with the responsibility of liaising with the Federal Government, the Federal Ministry of Marine and Blue Economy, the Nigerian Ports Authority, shipping companies, investors, and relevant stakeholders to ensure the full revival of the Port.
Proposed Composition of the Committee
The Committee should comprise:
Chairman
Deputy Governor of Delta State
Members
Commissioner for Transport
Commissioner for Commerce and Industry
Commissioner for Works (Highways and Urban Roads)
Commissioner for Economic Planning
Commissioner for Riverine Infrastructure
Representative of the Nigerian Ports Authority
Representative of the Nigerian Maritime Administration and Safety Agency (NIMASA)
Representative of Delta Chamber of Commerce
Representative of Manufacturers Association of Nigeria
Representative of HOSTCOM
Representative of DESOPADEC
Maritime Experts and Port Users
Terms of Reference
The Committee should:
Engage the Federal Government on the immediate dredging and maintenance of navigational channels.
Facilitate regular meetings with shipping companies and terminal operators.
Develop a comprehensive roadmap for restoring commercial shipping activities.
Identify bottlenecks hindering the smooth operation of the Port.
Promote public-private partnerships for port-related investments.
Encourage industrial clusters around the Port corridor.
Facilitate rail and road connectivity to the Port.
Market Warri Port as a preferred destination for importers and exporters.
Collaborate with customs and security agencies to improve efficiency.
Submit periodic progress reports to the Governor.
Expected Benefits
Economic Growth
A fully operational Warri Port will stimulate trade, commerce, and industrialization across Delta State.
Employment Creation
Thousands of direct and indirect jobs will be created for youths and professionals.
Increased Revenue
Federal, state, and local governments will benefit from increased economic activities and tax revenues.
Reduced Pressure on Lagos Ports
Warri Port can serve as an alternative gateway for cargo destined for the South-South and South-East regions.
Industrial Expansion
Manufacturing companies will be attracted to establish operations around the Port corridor.
Boost to the Blue Economy
The Port will support President Bola Ahmed Tinubu’s Blue Economy agenda and maritime sector reforms.
Improved Regional Competitiveness
Delta State will strengthen its position as the economic nerve centre of the Niger Delta.
Why the Committee is Urgent
The establishment of a Warri Port Committee will send a strong signal to investors and the Federal Government that Delta State is serious about unlocking the enormous economic opportunities embedded in the maritime sector.
Beyond politics, the revival of Warri Port represents one of the fastest pathways to job creation, wealth generation, industrial development, and economic diversification.
The time has therefore come for the Delta State Government to take the lead by inaugurating a Warri Port Revitalization Committee that will work tirelessly to bring back the glory days of Warri Port and transform it into a major maritime and economic hub for Nigeria.
Conclusion
If Governor Sheriff Oborevwori successfully champions the revival of Warri Port through a dedicated and result-oriented committee, history will remember his administration as the one that reopened the economic gateway of the Niger Delta, created thousands of jobs, stimulated industrial growth, and positioned Delta State as a leading maritime and commercial destination in Nigeria.
Warri Port is not merely a port; it is an economic goldmine waiting to be fully activated for the benefit of Delta State, the Niger Delta, and Nigeria as a whole.
