PenCom Launches PENCAP Self-Service Platform to Ease Pension Data Recapture

The National Pension Commission (PenCom), in collaboration with Pension Fund Administrators (PFAs), has launch of a new online data recapture application known as the Data Recapture Self-Service Platform (PENCAP).

The platform will go live on 1st February 2026, offering Retirement Savings Account (RSA) holders a convenient way to update their personal records without visiting their PFAs.

PENCAP is designed for RSA holders who joined the Contributory Pension Scheme (CPS) on or before 1st July 2019 and are yet to complete the mandatory data recapture exercise.

According to PenCom, the initiative is aimed at improving data integrity, enhancing service delivery, and modernising pension administration through responsible digitalisation.

PenCom explained that accurate and up-to-date contributor data is critical for the efficient administration of retirement savings.

Over the years, legacy records and incomplete documentation have resulted in data inconsistencies that slow down verification and benefit processing.

The new platform provides a secure and proactive solution to address these challenges by enabling contributors to recapture their data remotely.

The data recapture exercise, which began in August 2019, aligns with the Federal Government’s directive for all data-generating institutions to harmonise their databases with the National Identity Management Commission (NIMC). It is also part of efforts to establish a credible and unified database of RSA holders using the National Identification Number (NIN) as a unique identifier. To achieve this, PenCom developed the Enhanced Contributor Registration System (ECRS), integrated with the NIMC database to authenticate contributors.

Previously, RSA holders were required to visit PFA offices physically to recapture their data, a process that recorded limited success, leaving many contributors unrecaptured for over six years. PENCAP is expected to significantly improve participation due to its ease and accessibility.

Under the new system, RSA holders can access the portal at https://pensionrecap.pencom.gov.ng/ using a phone, computer, or any internet-enabled device with a camera. Users will create a secure profile with a personal email address, complete the online data recapture form, upload relevant supporting documents where necessary, and undergo biometric verification through live facial capture, as well as provide a digital signature.

After submission, the relevant PFA will review the application within a defined processing period. Contributors will receive email notifications acknowledging receipt and providing updates on approval or rejection, including reasons where applicable, ensuring transparency and accountability.

PenCom emphasised that completion of the data recapture exercise is mandatory for affected RSA holders. It is required for migration onto the ECRS and for access to key pension-related services, including retirement benefit processing, participation in retiree enrolment and verification exercises, utilisation of RSA balances for residential mortgage equity, temporary job loss withdrawals, and RSA transfers between PFAs. Contributors who fail to comply will be unable to access these services.

The Commission noted that the deployment of PENCAP aligns with its strategic objectives of innovation, transparency, and operational efficiency, while strengthening public confidence in the Contributory Pension Scheme. RSA holders who prefer physical recapture may still visit PFA offices, as the self-service platform is intended to complement existing channels.
